Yes, you can first try to fluff it up by shaking and punching it.
Another way to fluff up a pillow is to place it in the dryer for 20 minutes. Put something in like a couple white tennis balls or a couple sneakers too. This helps to hit the pillow and move around fibers.
Eventually, for a neck pillow you will have to just get a new one.
